1) Since IDEA was passed in 1975 the Federal government has NEVER paid for their 40% of special education costs that they promised to cover and this bill makes up some of that deficit that states have had to cover. As of 2007, the federal government only pays for about 12% of special education costs. In our district, the bill will increase the Feds funding to about 25%--still not 40%, but better than 12%.Anyway, I hope you enjoy experiencing some of the Saturday morning TV programming that I grew up with in the 70's. 2) By getting more $ from the feds for special ed. ALL public school students will benefit because the extra costs associated with spec. ed. will NOT have to come out of the general education fund which is where they've been coming for the past 30+ years since IDEA was passed.
